this is totally just me saying this, but it looks to me like the one cop

was assaulting her. The other cops showed up and he backed off, and then he said something and she charged him and got shot.
He was holding her down on the chair for what seemed like 5 minutes before letting her up and then tackling her to the ground.
Why would you have not cuffed her if you felt you needed to tackle her?
