It's not even obvious at first that he's a cop. Without audio of the incident, we don't know what he said to cause her to lunge (if anything). And if she was subdued on the ground, why would she have an object in her hand? Was she empty handed when she charged at the cop? In that case, he wasn't justified in shooting.
