I'm going to give the cop here a generous read and say that it could be that he tried to defuse the situation by restraining her/talking her down/

He puts her to the floor and says "stay there until you can talk calmly" and puts a gun on her to motivate her to comply.
Yeah, in retrospect, you cuff her, but he may have wanted back-up to cover while he did it because she was struggling so much.
Then she jumps at him. Maybe he never disarmed her and she still had the knife.
There are lots of ways to read that video and audio would be tremendously helpful.
