The keystone cops. More than that, the entire dramatic arc of the movie would have been moot if she'd just killed the crime boss like she did everyone else in that apartment. She lets him live, and dozens of people die because of it. Civilians and cops all die in her wake because of her constant recklessness throughout, and the ineptitude of the cops. The cops exist in this movie *literally* as canon fodder. The suggestion is that this criminal organization as almost as powerful as Lucy herself. It's just such nonsense.
