Well the good thing about these buildings is they tend to be steel reinforced. The most at risk buildings are unreinforced brick or concrete

The study you're talking about resulted in a specific list of buildings, and that was made public recently. There's now talk of retrofitting for earthquakes, and it seems to be building support, even among property owners.
