It's not. I've done dozens of hm Atheon kills and almost no one uses a Gjallarhorn, for 2 reasons.

1) You can't shoot rockets through the relic shield
2) You need to be out in the open, therefore vulnerable to supplicants and you don't get the damage buff from the relic shield.
Snipers and machine guns all the way for that fight.
