I'm going to guess that they were sent through a fundraiser the school had.

My daughter's school has a candygram thing the kids can do where they buy them from the school and the school sees they are delivered.

So it may not have been as cheap as a bag of lollipops, but maybe $1 apiece, so over $1000 total.
