My understand of that particular proposal was not to disallow itemizing of any deductions, but to fix the amount of relief they give at 28%, instead of offsetting income at their highest marginal tax bracket.

So given that one of the stated goals of the policy is to make the tax code more equitable, as a substitute for Obama's proposal as I understand it, mine goes further towards that.
