They have to pay for their entire campaign with those funds. They can get creative, but they can't get money from anyone else. After all they need to prove they know something about budgets, so why not start with their campaign fund.

Can't remember the name of the guy from Wisconsin, but he made a point of pride to run for reelection on little or no funds, and won, repeatedly.
