It's not unlike the clueless homebuyer and the deceitful lender. If he wasn't advised of huge impending bonuses, and he didn't ask, blame both sides.

But if a law is changed, the ultimate responsibility falls on the lawmaker. The only other blame to be handed out is the clerk who typed up the final legislation in the printing office.
