basically they are either (a) tricking the game into thinking its next week (which means that xur and stuff are setup ahead of time) or (b) somehow data-mining the generator code that sets up xur and getting the results early.

bungie as much as admitted that Xur is mostly random based on the in-game exotic drop algorithm.
