Right around when the report wads released. And it was about how other towns near Ferguson did the same thing and at least one was worse. How they balance their budgets on writing tickets at a much higher rates for African-Americans than Whites, out of proportion to the population percentage.
And no I don't remember the names of the towns. Though one was right next to Ferguson.
And yes it mentioned it didn't happen just in that area.
