plus the marketing department commissoned the work without input from the current creative team...it's a mistake that happened...

Here's the thing the DC Marketing department commissions the variants. The Variants are made without the consultation of creative teams of the books.
It would have been a perfect cover for something during Simone's run or the Death of the Family tie in (that would have rocked). But for this run of the book that is light in tone and story. Completely wrong in tone.
