I think there's been both. The less knee-jerky people are arguing tone is the issue.

I think an argument could be made for the "promotes violence" side just because Killing Joke traded heavily on misogyny and the "women in refrigerators" problem that comics had when it was written.

I think Killing Joke is a pretty decent story, but Barbara Gordon was nothing more than a prop in the book. She was treated better in the on-going series' of the time, what with becoming Oracle and all, but female characters beyond her were mostly of the "eye candy"/prop to be acted upon variety.
