No no no no. That's not right at all. There's no hierarchy for Theory to Fact.

Theories are bodies of knowledge that explain principles in sciences. Laws are equations or simple statements that describe mathematically one observable and testable thing.
The Theory of Gravity and the Law of Gravitational Attraction are very separate things. One describes what gravity is, one details specifically how two things attract each other. The Law of Gravitational Attraction is still true even we are entirely wrong about what Gravity is, because it is based on observed behaviour. Conversely, there can be no such thing as a Law of Evolution, since there is no one relationship that can be described by it.
