shouldn't you get a line of credit at another bank first, isn't the rule: less credit available the less credit you're worthy of having

basically its, if you have 20k available, from various sources, you want to close one, open another, say 10k, asking for 50% more credit is easier than dropping a 10k and asking another bank to double the 10k available to you then.
