They read the amazon listing for the game and decide to drop the knowledge that we can play as Harley Quinn for the first time, then claim that it appears to be an Amazon exclusive.
The pre-order bonus section of the IGN wiki for the game has listed that bonus for all pre-orders for a while (it was mentioned in one of the earlier trailers). There are two mentions of exclusive in the two mentions of the dlc on Amazon's page. The first is saying that the challenge maps are exclusive to the dlc (though maybe they read it differently). The second (which they quoted in the article) is in the "from the manufacturer" section. Which indicates it is for all retailers. Also, the "play as Harley Quinn" pre-order bonus is also listed on Gamestop's page for the game. The Harley Quinn dlc looks to be the same deal as the Catwoman dlc from the earlier game, meant to dissuade people from buying it used.
Short version: IGN reports old news with new false information that contradicts information they've had on their website for a while.
