I had a car I couldn't register, and citations for driving an unregistered car in a dozen different jurisdictions.
I bought it from a friend from NY, he gave me the papers,said don't loose this release from the bank loan.
well I lost it.
Icouldn't change the car to my name because the papers showed it was owned by a bank in NY (paid off several years ago) but that bank didn't exist anymore, and the new bank couldn't issuea release on a car they no longer had a file on.
finally after tons of tickets and court appearanced ONE JUDGE took pity on me and called someone at the DMV and got them to agree that it was unlikely there would still be a lein on a car 12 years old now
