It's not a bad idea. A more immediate solution would be amending Senate rules to follow the House's germaneness requirement.


Historically, the Senate has avoided the requirement than an amendment to a bill be germane to the subject matter of the bill. The Senate avoided this restriction very early on (in the early 1800's) because the Senate was the chamber of great debate and deliberation -- any subject at any time was subject to discussion.

But like a lot of the Senate rules on debate and legislative action, it's prone to misuse, especially over the past 20-30 years.
