well the Federal doesn't apply to states from what I understand (which is very little)...I think it's a couple of things

A. Timing was very bad for this...weeks before the Final Four and Convention season kicking off...
B. The way this portrays Indiana. Say what you will about the former Gov Mitch Daniels and how he devastated education...but he always brought business in.
C. The fact this thing wasn't needed at and was a grandstand gesture that has backfired to such an extent that unless he does a complete 180 he's done in politics
