the only time I've seen that low a purchase is in a sushi place that's like a deli across from a high school.

kids go in and get a cup of rice and some teriyaki sauce, maybe a soda; and I think they have some special chicken bowl for students who show their h.s. i.d. (I wanted it; but they wouldn't let me have it, even when I offered to pad the cost. I'm not entirely sure that's legal, but I wasn't fighting it when they offer the best asparagus tempura sushi I've ever had, among others good goods.)
sushi from grocery stores is a different thing, restaurants uh uh.
