So looking at that even the lowest water users in LA at 51 Gallons/Day are still using heaps

When Brisbane in Australia was in drough 5 years ago the target was 115L/person/day or 30 gallons.
Melbourne at the same time was 155L/40 gallons.
Some smaller towns were targeting even less.
While the residential usage is low compared to farming and industry. you can't shut them down because that kills your economy. They were offered incentives to though to reduce their usage.
At 115 you were not allowed to wash your car or water your garden with a hose. You could water the garden with a bucket every second day and only from 1 hour form sundown to 1 hour after sun up.
