The Stockton Animal Shelter has had a horrible track record recently, to put it midly.

The $180 fine (redemption fee) was likely because it wasn't neutered; at any other shelter it would be hard to imagine that a dog like that would be put down without be given a chance to find a new home (during which time the "previous" owner could adopt the animal back (for a lesser amount), but as this happened at the Stockton shelter, the place where a German Shepherd that was set to be adopted/taken home the next day, was euthanized instead).
