You only need sulfur (once dumps and mansions are done) for military.

Crystal is needed for those and also, academies, the new traveling speed building, temples as well.
Plus, you can always use a few hundred thousand in crystal to generate more research points.
I find, for my style and the calculations of the buildings I intend on making use of, that I need far far more crystal than I ever did sulfur.
