Current rockets fall into the sea and are lost, so they aren't really losing much in trying to figure out how to land them.

It's possible their Falcon rockets are a LOT more expensive than rockets that just fall into the sea, but the added cost probably isn't prohibitive to continuing this until they get it right. After which, trips to space should be cheaper since an expensive component can be reused.
