So what's a good way to save for a house down payment? Just go with a savings account?

It has to be something that I can get to quickly without penalty and something I will be putting money in over time. Even CDs have time constraints. I know that savings accounts interest sucks but if I want to be able to get at the money it seems like the safest way.
