Agreed. I don't know why they don't just always schedule the Thursday game to be two teams coming off a bye.

You can have a Thursday game week one, obviously. Then don't have them for 3 or 4 weeks until the byes start and then only use teams coming off the bye.
The matchups could then almost always be good divisional games because those teams are usually off together.
Doesn't seem difficult to coordinate.
