But it's not working this way. R or D governor, it doesn't matter, they under fund the system.

The MTA has to keep borrowing so much money that a large chunk of the budget is going to pay the debt. It's not working as is and something needs to change.
The city system needs more money and the state doesn't seem to understand or care how bad things are getting.
