For me, under the prevention and rehab headings, I'd view it like this;

Prevention; the guy who was free for 30 years might have had a road to Damascus conversion...but he equally just might have had the opportunity to find a good job or he even took down a score so big it set him up for life. He may be just as likely to rob again if he falls on hard times, or his stash runs out.
Rehab; with respect, it's like saying a war criminal is rehabilitated because for 70 years he hasn't thrown anyone in ovens. It's an extreme example. But if it was murder or rape etc...i don't think anyone would be arguing that he deserves a lesser sentence because as far as one can tell, he hasn't committed the same crime in the intervening years. Also, for all we know, he's left a lady scarred for life during his initial robbery.
But it's an interesting question nonetheless.
