Prevention - you're relying on a lot of if's. "If he got out after a big score and if his stash ran out" Those aren't likely ifs.
Rehabilitation - means functioning like a normal, non-criminal member of society, which he has been. Factors like the severity and consequences of crimes don't have a lot to do with rehabilitation. They'd be dealt with under punishment
