I have a better idea. Let's get rid of rules that make no sense. Also, let's not pretend that all rules require the same level of enforcement.

Offsides is a breach of a rule and it results in a 5 yard penalty. Players hold on every play but don't get called for suspensions. There is a continuum for all of the rules. Let's put this in its proper perspective.
