some (probably among ender's lowest list below) that are really low-volume and aren't, like, on the way from one higher-volume place to another or inaccessible from other means, so they have to be included. if it gets to the point that even paying for someone to use alternative transport would cost less than running the routes, that has to be considered for culling.
your comment about appeal is a huge thing going forward. getting people from one point to another via train faster is great; but if there isn't decent public (or not super high cost ground) transportation available at the destination, it only goes so far. (and often there isn't much cost savings over air, if travel dates and times are flexible.)
