I would not break up the pictures with the text. I think an introduction of text ... who you are - what you do - why it's important on 3 panels ... brief and to the point - would be more effective. I would follow that with all of the photos of the animals - and show them happy with upbeat music - so that the video makes you feel GOOD about supporting the cause.
A friend of mine did a really neat video for our local humane society - "a day in the life" - and it showed what happens behind the scenes - how much work is done by staff - it's a really cool peek into the daily work that happens to help animals and you might want to consider something similar for your place there. It's a real eye opener for many people to see the hard work that goes into a shelter ... makes it easier to donate the money to help.
