Basically because on a 100 point system where A is 100 and D is 60, an F represents 50 points, vs, the other gradients representing 10. Giving a 0 for a missed assignment means a giant mathematical hole to dig out of.
This they are revising late assignment policies, etc. so that students instead of getting a zero for missing assignment get 50 but are also required to make up the work. Obviously this has the impact of holding the kid accountable instead of late, SOL attitude. There's more to it (the linked PDF kinda describes the system a bit) and it doesn't apply quite as broadly as I described.
As parent of 2 kids with ADD who have often struggled with late assignments, unbalanced numbers of assignments between teachers (2 grades in a section = 40% of grade in one class vs 10 grades in a section = 40% in another), differing late assignment policies, etc. I'm very intrigued by this whole process...
