Essentially they're trying to say that a student who may be struggling with a subject, but is trying their hardest and turning in their work.
That kid could end up with the same score as a kid who just doesn't give a shit and refuses to do their homework.
I get what they're trying to say...but I very much disagree with it. I mean, if a kid who is trying hard but struggling gets a 45 on a homework assignment, this rule is essentially saying, "Hey kid...you'd be better off not even trying."
