Kilbo, I think any system that rewards complete and utter failure to do the work is a non-starter in my mind.

I can get behind a system where maybe you cap how poorly an actively-trying child can do...but I think a 50 is too high a floor for that. I would agree to a system that has the following:

True grades down to 40...
If you made an effort, 40 is your bottom...
If you didn't do the work, 0.

Doing the work is what society is, both as a test and as a future.
