You want to argue over the weighting of the grades, I can get behind that...but the actual doing of work...no.
There's valid reasons work isn't done (illness / trips...; things that have existed for decades). For that, there should be a mechanism to do the work and have it count.
But beyond that, I'm not sympathetic to the idea we should subsidize failure to do the work.
