not doing work shouldn't give any bonus.

I'm pretty sure a flat out refusal to do work results in zero (now that I'm starting to see more details come out other than the articles linked)

Right, I have kids who have more absences than attendances, and barring some miracle, they're not going to pass because they haven't met the outcomes. -- nm
