select "Use a formula ..."
in the box "Format values where ..."
=b1="sycor" <---- make sure it's not $B$1
click format and select font colour, background, bold, etc. as needed
add more rules to A1 for each value in column B that you want to cover, each time referring to B1 in the formula.
When all rules have been added, with A1, click Format Painter button and then select column A.
