In another odd parliamentary tradition, the rules of the Nebraska legislature require that a bill not only be read three times before passage, but voted on three times before passage. Which makes lobbying and advocacy very, very interesting to watch.

There are 49 seats in the legislature (to help avoid tie votes). First round vote was 30-13 (with 6 not voting); second round was 30-16 (with 3 not voting); final round was 32-15 with one not voting. I'm trying to find out which state Senator did not vote.
