though I'm still of the mindset that we still need to pursue increases in fuel taxes, instead of or in tandem with something like this, to improve the incentives towards fuel efficiency, especially given the recent drop in gas prices.

at least here, that drop in gas prices has gotten way way smaller in recent weeks. back to $3.50-4+/gallon for regular.
