Yeah, I'd go to the sibling before I did anything...but I'd lean toward postponing the ink. It's assholish of them to suggest this to you...

but if you get the tattoo and skip the wedding, you're equally an asshole by essentially telling them some ink on your arm is more important than your sister/brother's wedding.
