Responsive Design is a way of targeting your site to various screen sizes but with the same HTML (rather than having a mobile-specific page).

You can observe it scaling down to mobile view by resizing the browser window on responsive websites.
Technically speaking, the ST Beta site is responsive, but it mostly only shows up in the way the navbar behaves on small screen sizes.
