If someone consistently doesn't finish, I'm not sure why they'd want to be part of the club.

I can see not finishing every once in a while either because something comes up/you get busy or perhaps you just hate the book. Personally, I'd probably have little/nothing I felt to offer in that case, though I guess I could see entering the discussion if I had something to offer on a specific portion I had finished. But mostly I think I'd stay silent.

I don't think I'd want to kick people out, as these are your friends and not worth causing hard feelings, but I'd kinda want to understand from those people why they keep participating if they aren't participating.
