it was mandatory for me. the hp I bought in april (combo of touch and pad, and you can always add a regular mouse) has a drive in it.

windows 8 is stupid; but, as others have said, you don't have to use it.
(make sure that all graphics drivers are updated, whatever you purchase - hp inexplicably did not make that part of the set-up process for mine, and I had issues before contacting them and figuring out what was up.)
