It is useful when using any warlock super other than self-res. Especially if you're running sunsinger offensively. Get in trouble, get clear and use radiance with flame shield. You'll get the shield and all your health back. Also useful to get all your health back when using Nova Bomb.
That said, I don't use it much. But I really don't need more exotic shards and I want to have all the exotics.
Well, the boots are for a striker titan. There are really only 4 pieces of exotic armor for a striker. One helmet that gives two perks to fist of havoc (perks that should be good, but never work well for me) and another helmet that lets you be very hard to kill while using FoH (allowing you to have shoulder charge or gain a shield while running). The Armamentarium (two grenades, I usually use it). The gauntlets you mentioned. They aren't all that useful other than in situations like running the lamps in the Crota raid. Those boots can one-shot titans with blessings (and I think armor) of light. You can one-shot titans using fist of havoc (unless they are using unstoppable, apparently). You can one-shot bladedancers and (most?) sunsingers.
