For a weekend, yes. It did open to #1 on its first day.

If you want to get technical, several Pixar films didn't open to #1 on their first weekend since they were screened in extremely limited release the weekend prior.
Inside Out still has a chance to maintain the streak of Pixar films finishing in first place if it can overtake Jurassic World while holding off Ted 2 this weekend.
