Absolutely. Every Twitter account is a customized feed.

You follow who you want, and only see what they tweet (or what they retweet, as this lady is doing right now)
So every single twitter account's feed is unique.

Ahh, gotcha, and no as far as I know. Folks can protect their feeds (so only followers can see them)
