Actually, there are many issues where the Constitution specifically says the Supreme Court should not make a decision.

Even SCOTUS itself recognizes this under the Political Question Doctrine. Not all disputes are best handled in a court system.
I think C.J. Roberts here is trotting out the standard line of some forms of constitutional interpretation that some decisions are better left up to the legislatures.
