From what I remember that's one of the two theories of how a representative to act.

One says you should follow your district and vote how you feel that they want you to vote.
The other says that they voted you to represent them so you should vote how you feel because they authorized you to act on their behalf.
Though if you do #2 and go against the district too often you won't be re-elected.
